The Lower Bay generally encompasses those areas of New York Bay that are located south of the Verrazano-Narrows Bridge. The Lower Bay is bounded to the west by Staten Island from the Verrazano-Narrows Bridge in the north to Oakwood Beach in the south and a transect from Sandy Hook, New Jersey to Oakwood Beach; by Brooklyn from the bridge in the north to Manhattan Beach Park in the south and from Breezy Point on the Rockaway peninsula to the Queens/Nassau border to the east; and by the Atlantic Ocean to the south. The Lower Bay is generally shallow, with water depths ranging from 6 to 36 feet at mean low water (MLW) away from the shores. The bay is designated by New York State as Class SA south of Rockaway Peninsula and Class SB elsewhere. The bay is on the New York State 303(d) list with pathogens identified as the parameter of concern and is targeted for TMDL development before 2005. The Lower Bay is a eutrophic water body with a variety of uses including recreational, military, commercial and residential.
